Parliament ने The Promotion and Regulation of Online Gaming Bill, 2025 पारित कर दिया है (Lok Sabha: 20 अगस्त 2025; Rajya Sabha: 21 अगस्त 2025)। बिल पूरे भारत में लागू होगा और विदेश से ऑपरेट होने वाली सेवाओं पर भी लागू होगा। अब President की स्वीकृति के बाद यह कानून बनेगा।
क्या बदला: Money games पर nationwide prohibition
बिल online money games (चाहे skill, chance या दोनों) को offer/operate/facilitate/advertise करने और उनसे जुड़े financial transactions को प्रतिबंधित करता है। सरकार को ऐसी सेवाओं की सूचना/एक्सेस ब्लॉक करने का अधिकार मिलेगा।
E-sports और Social/Educational Games को बढ़ावा
सरकार e-sports और online social/educational games को पहचान और समर्थन देगी—रजिस्ट्रेशन, इवेंट गाइडलाइंस, ट्रेनिंग अकादमी, टेक प्लेटफॉर्म्स को प्रोत्साहन जैसे कदम शामिल हैं।
Central Authority: पहचान, वर्गीकरण और निगरानी
केंद्र सरकार एक Authority गठित कर सकेगी जो तय करेगी कि कौन-सा गेम money game है, किन गेम्स को recognise/register किया जा सकता है और नियमों का पालन सुनिश्चित करेगी।
दंड और प्रवर्तन
- Money games offer/facilitate: अधिकतम 3 वर्ष कारावास, ₹1 करोड़ तक जुर्माना, या दोनों।
- Advertising: अधिकतम 2 वर्ष कारावास, ₹50 लाख तक जुर्माना, या दोनों।
- Search/arrest without warrant: अधिकृत अधिकारियों को भौतिक और डिजिटल स्पेस में तलाशी/गिरफ्तारी का अधिकार।
Apps par asar: Dream11, Zupee, RummyCircle, RummyCulture, MPL, Rush
Money stakes वाले fantasy/rummy/skill formats prohibition के दायरे में आएंगे—इसलिए:
- Dream11: Fantasy contests with entry fee/prize expectation अभी ban scope में हैं जब तक Rules/Authority से अलग व्यवस्था न आए।
- Zupee, RummyCircle, RummyCulture, MPL, Rush: Stake-based modes suspend/withdraw हो सकते हैं; ads, payments, cross-border access पर compliance जरूरी होगा।
- E-sports/social games (no stakes): Recognition, registration और guidelines के साथ promote किए जाएंगे।
Users ke liye guidance
- Money-based contests फिलहाल avoid करें; ऐप की official advisory और updates देखें।
- Wallet/withdrawals पर official support चैनल से ही बात करें; थर्ड-पार्टी APK/लिंक्स से बचें।
- Responsible gaming: बजट/समय सीमा तय करें; under-18 के लिए नहीं; तनाव में cash games न खेलें।
Publishers/Creators ke liye
- Money gaming से जुड़े advertorials/affiliate promos हटाएं/रोकें; पुराने कंटेंट अपडेट करें।
- E-sports/social gaming कवरेज पर फोकस करें—गाइडलाइंस, टूर्नामेंट्स, ट्रेनिंग, सेफ्टी।
Important: Rules/notifications और Authority का framework आने पर प्रक्रियाएं/eligibility और स्पष्ट होंगी। तब तक stake-based gameplay और promotions से बचना सुरक्षित है।
